this in not reproducable to me. Please create a new user account with
default session and try again. No Desktop tweaking. All default.

I created a new user account with Desktop User privs. Switched user
accounts to the new user account. Started GNS3. The toolbar was
working/displaying correctly on startup but the menubar was still
missing until the mouseover. I checked the Desktop effects setting
and it was Normal. I changed
