I recently installed 9.10 (alpha 6) and grub 2 was installed correctly.

How does your /boot/grub/grub.cfg look like?
Maybe try running update-grub if it adds Linux correctly.
The *.mod files are grub2. It's written from scratch and is modular.
Everything needed is only loaded on demand.

I had to install grub 2 to get it to work--it finally works but the
installer should automatically take care of this stuff.
