Steps to reproduce the bug : download and install Feisty Beta, choosing fr keyboard (or any non-us keyboard), then after install/reboot, install proprietary drivers (nvidia in my case). After rebooting (like you're asked) you'll end up with an us keyboard in X (not with the console, Ctrl-Alt-F1

Colin, I just had the same bug appear with Feisty beta desktop cd (no problem with Herd 4 and 5). sudo dpkg-reconfigure xserver-xorg and us was indeed proposed instead of French (I did a French install, selecting French keyboard before booting Ubuntu and in ubiquiy) I'll reopen the bug for now,
