This was the behavior of the first implementation of language selection in LDM.
Though for consistency reason with gdm 2.26 in current distros, it was decided 
to drop that dialog and use the users' preferred language by default and not 
prompt the user.
Also, as the language is only known once the session is established with the 
server, it's not possible to know the language of the session in ldm itself.

As the current behavior is the one that was decided by both distributions and 
upstream LTSP, I'm marking the bug as won't fix.
