Perhaps a problem with that mirror?
The package is indeed missing from the IN mirror.

Open /etc/apt/sources.list in an editor. You'll see a bunch of lines
beginning with
deb http://in.archive.ubuntu.com/ubuntu/
deb http://gb.archive.ubuntu.com/ubuntu/
or
deb http://us.archive.ubuntu.com/ubuntu/

deb http://gb.archive.ubuntu.com/ubuntu/
or
deb http://us.archive.ubuntu.com/ubuntu/
I've subscribed the Ubuntu Mirror Admin to this bug as I think they can
take it from here. /ubuntu/ appears to be completely absent from the
Indian mirror.
For future reference, mirror enquiries should go to mirrors at ubuntu
dot com.

I've subscribed the administrator for the mirror which
in.archive.ubuntu.com is pointed at.
Ripunjay: Can you please fix your mirror so that
http://in.archive.ubuntu.com has a ubuntu/ directory and not the
repository directly? See: http://gb.archive.ubuntu.com/ for an example.
