The packages are in texlive-latex3, but the versions there are from 1999
while xfrac needs at least the 2001 versions.

I just read on ctan.org that template and xparse are part of the xbase
bundle, which itself seems to be part of the xpackages bundle. The
xpackages bundle in turn requires the expl3 bundle. FWIW, I just
installed the expl3 and xpackages bundles into my own ~/texmf/tex/latex
directory, and xfrac
