I just read on ctan.org that template and xparse are part of the xbase bundle, which itself seems to be part of the xpackages bundle. The xpackages bundle in turn requires the expl3 bundle. FWIW, I just installed the expl3 and xpackages bundles into my own ~/texmf/tex/latex directory, and xfrac
