This is by design, if you want the boot to wait for that partition, add "bootwait" to its options in /etc/fstab ** Package changed: upstart (Ubuntu) => mountall (Ubuntu) ** Changed in: mountall (Ubuntu) Status: New => Won't Fix -- system keeps booting even though partition is being fsck'
