Ive the same problem. In C
[EMAIL PROTECTED]:~$ sudo dpkg --configure heroes-common
Setting up heroes-common (0.21-6) ...
No `START-INFO-DIR-ENTRY' and no `This file documents'.
install-info(/usr/share/info/heroes.info): unable to determine description for
`dir' entry - giving up
dpkg: error
Confirmed in dapper (and therefore edgy, too)

Seems to be caused by the heroes.info file being missing:
$ zcat /usr/share/info/heroes.info.gz |wc
0 0 0
