OK, since 12.10, Ubuntu no longer includes the launchpad-integration
package and distro patches that put these items in all the Help menus
(see bug 999413 for details), making this bug report obsolete.

Okay, so right now we have the following for the first bullet point in
the final slide (Getting help with Ubuntu):
* If you need help, try emHelp and Support/em from the System menu,
or the emHelp/em menu in most applications.
So it does point out the help menu, but it definitely doesn't
