I installed this development release of Empathy on two laptop computers.
This solved the problem for me.
The problem does no longer exist for me.

Why did you not turn to the author of the program ubuntu-bugs and tell him that
he has written an Incomplete program?

@Detlef, sudo add-apt-repository ppa:telepathy/ppa ;sudo apt-get update
;sudo apt-get dist-upgrade and reboot this will install the development
release of empathy and see if this solves the problem for you.

Thank you for your bug report. The issue is an upstream one and it would
be nice if somebody having it could send the bug the to the people
writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)

On the other hand, if this contact phone calls me, I hear a ringing
sound. If I press a button to accept this call, a new window will open
showing the identity of the contact but a conversation (lasting
connection) will not be established, and the window will disappear after
a while.
