Public bug reported:

I have upgraded two different computers (one a new samsung laptop and
the other an old toshiba laptop) from Ubuntu 9.04 to 9.10.  Now those
computers sometimes do not connect properly to my wireless network.

The 9.10 computer reports that it *has* connected to the wireless
network but when I look at the connection details it does *not* have an
IP address (my network uses DHCP).  I am using the NetworkManager Applet
0.7.996.

I have another computer running ubuntu 8.10 and it has no problems
connecting to the wireless network and looking at the router, I see that
its DHCP table does not include an IP address for the Ubuntu 9.10
systems after those systems have reported that they have connected to
the network.

I have a workaround that seems to work but I dont know why.  If I
restart my router, then the Ubuntu 9.10 systems are able to successfully
get a new IP address afterwards when i restart the wireless networking.
Restarting wireless networking on the Ubuntu 9.10 system without also
restarting the router does not fix the problem.  It simply reports that
it has connected to the network but again has no IP address.

Neither of the two Ubuntu 9.10 systems had problems connecting to the
wireless network when they were running Ubuntu 9.4.  All my other
systems, Ubuntu v8 and Windows have no network connection problems and
can successfully connect to the wireless network even while my 9.10
systems cannot.
