Exactly the same problem here. I installed the *openoffice.org-base*
package and this solved the problem.

I confirm that I had this same problem with OpenOffice 3.1 on Ubuntu
9.10. I was able to resolve the problem by installing the
openoffice.org package. I suspect that I only needed to install the
openoffice.org-base package to resolve the problem; however, the
openoffice.org-base package is

[SOLUTION] install openoffice.org-base or the complete openoffice.org.
If installed from cdrom, openoffice is not completely installed.
Bibliography need the database module. I can imagine that this module
was not packed due to cdrom size constrains.
There should be a warning somewhere for this
