I'm not able to run apport either. When I manually run apport-bug (or
ubuntu-bug) from the console I get this message:
Could not import module, is a package upgrade in progress? Error: No module
named restfulclient.errors
Could this be a symptom?

jbatista, that means that the python-lazr.restfulclient package isn't
installed properly for some reason. Try
sudo apt-get install --reinstall python-lazr.restfulclient
? If that fails, copypaste the entire output.

I reported the bug already with ubuntu-bug, so I guess nothing new came with
apport-collect.
Meanwhile I already have rebooted my laptop, so this apport-collect and grep is
after reboot.

This is normal, because Apport is disabled in Final Releases. That's why
you got enabled=0 and that's the current message upstart gives to say it
won't start.
When enabled=0 it should do:
$ sudo /etc/init.d/apport start
Rather than invoking init scripts through /etc/init.d, use the service(8)
OK but since this error message is obviously nonsense, should it not
be hidden from the user?
