This is normal, because Apport is disabled in Final Releases. That's why you got enabled=0 and that's the current message upstart gives to say it won't start. When enabled=0 it should do: $ sudo /etc/init.d/apport start Rather than invoking init scripts through /etc/init.d, use the service(8)
