Public bug reported:

Binary package hint: gnome-panel

If you attempt to drag an icon of off the Applications->Accessories menu
quickly, you will sometimes get a dialog pop-up stating something like
"Invalid Drop Target". This occurs without letting go the left mouse
button. Once it does occur, the mouse gets stuck in drop mode and you
can not interact with the desktop or any open application. You are
forced to go to a virtual terminal and kill the gnome-session to
recover. My exact reproducible scenario is to try to quickly drag the
gnome-terminal icon from the Applications->Accessories menu to the
"Docky" bar in gnome-do.
