In Kubuntu-KDE4 Hardy Beta is even worse: after clean install if you launch systemsettings it tells you that numlock is turned on by default which is not the case. Maybe Kubuntu's default settings somehow interfere with KDE's defaults? I have added the lines below to \usr\share\kubuntu-default-

The problem shows up in Gutsy Hardy too. It seems that after a clean install in System Settings the delay value for keyboard repeat differs from the actual value. In System Settings it's 660 ms, Kubuntu's default is about ~300 ms (I don't know the exact value). When you change another parameter
