So in edgy, this should be fixed but dapper probably has this bug

Hi Steen, Thanks for taking the time to report this bug.
Unfortunately, i can't reproduce this Bug on my Edgy. My
ignore.d.server/spamd seem to be clean. Do you found it on dapper, edgy
or feisty? Maybe it's already fixed.

not able to fix and find the bug because your description of the bug
didn't have enough information in it. You may find it helpful to read
How to report bugs effectively,
I don't see how I can make it anymore clear, i name the file containing
garbage and what the garbage was.
Someone on the dev team must have edited the file cut and pasted lines
into the file while doing it and forgotten to erase them after they
converted them to rules.
