Thanks - I've tried doing an update - nothing available. I guess it
could be a mirror thing, since my /etc/apt/sources.list file points to
the Australian mirrors. It's curious that they have the kernel updates
but not the linux-restricted updates.

The cause of the linux-restricted package not being updated was due to the
security-related lines in /etc/apt/sources.list only having the main flag
rather than main restricted, i.e.
deb http://security.ubuntu.com/ubuntu dapper-security main
deb-src http://security.ubuntu.com/ubuntu
