Importance:
I received a new kernel update ~ 11 hours ago, (to 2.6.31-18-generic-
pae), and have NOT had any problems with the panels in any way. This is
unlike what I experienced, after the last to updates. I'll report here,
if any problems surface after this writing.

I have a similar (identical?) problem with intermittent panel freezes at boot.
I have found ten other bugs with nearly identical trouble.
I have also discovered that I can recover my panel functionality with two steps
that you may wish to try. This works 100% of the time on my machine.

Eventually the panels do come back after a new kernel update; (by the
next day at longest). At the next kernel update, if again the same
behaviour happens I'll try your fix and report back here with results.

A little more information:
Others have mentioned this activity with weather applets. I don't use
any. So that is not the problem for me.
Also, if i reboot in Hardy on the same hard drive, when the panels are
