I am having the same issue. Last time, I ran an update using update manager,
which restarted my system and all permissions were made available. After one
day found my system turned off, when restarted, the permissions were dropped
again. Saw this in my system log:
Oct 2 15:22:52 bhanubuntu
** Changed in: devicekit-disks (Ubuntu)
Status: New = Won't Fix
** Changed in: devicekit-disks (Ubuntu)
Status: Won't Fix = Fix Released

External disk mounting seems to be working again.
