For this reason, we need to depend on vgabios, and seabios at package installation. I have examined https://wiki.ubuntu.com/UbuntuMainInclusionRequirements and seabios should be reasonable to inclusion in Ubuntu Main. Note that this is closely related to Bug #181876.
