I can duplicate this, and dropping patch
121_only_switch_vt_when_active.diff from xorg-server fixes it here as
far as I can see.

That turned out to be a false positive, indicator-applet-session was
broken so I was using the log out applet instead which doesn't have
these symptoms so it seemed fixed. One thing I noticed was that after it
drops you to a VT when you try to use guest session, if you switch to
VT1, login, sudo
