Binary package hint: file-roller

file is downloaded from greek govermental site
see-check more zip examples in
 http://www.eye-ekt.gr/StaticPage.aspx?mn=534
They should have greek file names.(in MSWindows have)
this has nothing to do with zips created in ubuntu.
Is an "all time" - "all versions" bug
p7zip is also installed as some fora indicate but the problem is not solved
the command
7z x my_file.zip -o~/Desktop
returned bad utf-8 characters as file names:
Extracting  BinaryContent/07_„‰Ž €Œ€Š“’ˆ‰Ž ’„“•Ž‘-„Œ’“€
before p7zip being installed russian characters were shown in the place og 
greek characters
