A little late, but using other kernels did not help. As well as other
drivers (now using fglrx instead of radeon) did not result in turning
the fans on after waking up from suspend.

Well I've tried sidux kernel, too. It is also present. I use dell studio 1555

It is present also in fedora, debian, and suse. I am not sure if it is
acpi or kernel bug.
