I just used the exact same command on Lucid i386, '$ sudo apt-cdrom add
-d /cdrom/ -m -a' and I got an entry to /etc/apt/sources.list. Can you
run an strace to see where the process is stuck?

FYI, adding a CD to the sources list is successful using Software
Sources in Administration menu.
