I don't think this is a Plymouth bug or a util-linux bug - it sounds
like getty simply isn't running at the point that the user VT switches.
Which VTs did you try and switch to? When you switch back to X's VT,
you see the X server again?

It looks like the getty processes are running.
If you press ENTER after Alt+F1, do you see the login: screen?

Bugs,
I don't think this is a nouveau bug, since you can type at the VT you
switch to, there just isn't a login prompt. Moving to the util-linux
package, which I think is responsible for providing the prompts. It may
also be a problem with plymouth.

Yes, It's looks likely plymouth bug.
Yestarday, after install plymouth-text package, I reboot and see completly
worked VT. But, after I reboot second time, I again get problem from bug report.
