You can use the mythbuntu teams repo to get an updated package for 10.04.
You can even update to 0.24 with it. Updated packages will not be going into
the standard ubuntu repos

I installed Mythbuntu 10.04 a few weeks ago and I believe I am affected
by this bug as well. I configured Mythvideo to use 'Internal' player and
made sure the drive path is correct. The issue appears to be with the
Internal player because vlc successfully plays the DVD on the same
machine.

It looks like this fix found it's way to myth's 0.23-fixes branch:

I tried it out (built two versions with just this as the difference) and
it fixes DVD playback.
