please re-mark all the packages for download/install. you cant install
packages that have not been fully downloaded first. try that see if it
fixes it.

Once all packages are downloaded, it works of course.
And I know that you can't install packages that you haven't downloaded,
but that shouldn't keep you from installing the packages that you
already have downloaded, as long as they don't depend on stuff you don't
have yet. At least that's how it
