AFAIK,rebooting is not required because of the KDE change (logging out
would be enough). Kernel cha.nges make the reboot neccessary

It would still be nice though, if things would continue to work with the
old KDE version up until the log out or reboot.

It's not unreasonably to expect to have to restart a piece of software
on upgrading it. If you're upgrading the whole operating system that
means a reboot.
Hopefully we'll have a Kubuntu version of dist-upgrade at some point in
the future which will make the process smoother.
