Binary package hint: transmission

By default transmission-daemon is launched as a system daemon, it confuses less 
experienced users who assume that it should have an access to their files 
(often the same files they download using GTK+ client).
As more advanced users are more likely to check changelogs and dig into 
settings lets disable transmission-daemon launching by default by changing 
ENABLE_DAEMON to 0 in /etc/default/transmission-daemon for now and see if we 
get any feedback.
Should be discussed with Debian Maintainer at some point.
