I think a solution to this problem would be to have a configuration
option along the lines of 'Advanced language and locale settings' that
is displayed during the installation. This should take the form of a
single button that would open up a menu that gave the user the options
to tweak these
I think this bug shares a common solution with bug #611515 - install and
configure language support during installation.
