This afaik is expected behaviour, as base-config is now gone. I solved
this by letting the preseed/late-command write an init script that is
run after the first reboot (right after install). This iniscript then
removes itself so it doesn't run again.

On 5.10 I created an automated install/configure using preseed base-
config/late_command to install/run Cfengine. The same trick doesn't work
in 6.06.1 Alternate.
I copied ubuntu/doc/install/manual/example-preseed.txt.gz
from Ubuntu 6.06.
