The problem has been fixed at my edgy system with greek (el_GR.UTF-8)
locale after the last apt-get update apt-get upgrade. Now firefox
starts successfuly with greek menus.

Danny: I think, given that most of the Ubuntu release team use something
other than en_US, we're pretty much guaranteed to notice something like
this before release anyway. :-)

Before release yes, hopefully.
But until then problems like this (which, again, is not the first one
for firefox) will cause pain for the non-us beta testers. It's rather
arrogant that non-us users aren't important (the locale issues aren't
important until release).
Last time, the locales
I confirm this un Kubuntu 386 with es-ES locales

Thanks Collin, I encountered the same issue with my swiss french locale on a
i386 architecture when starting firefox.
The error message is :
Erreur d'analyse XML : entité non définie
Emplacement : chrome://browser/content/browser.xul
Numéro de ligne 1140, Colonne 9 :toolbarbutton
Confirmed on i386 (Italian language)
Firefox does not start with the language pack installed
Removing it or starting firefox with LANG=C firefox solves the problem (but
no localization)

Confirmed here on i386, French locale
LANG=C fixes the problem, but it's not a nice fix :)
It looks like mozilla-firefox-locale-* weren't updated for beta2.

This is not the first language pack firefox package error... Something's
fundamentally not right. Maybe some non-english locale using maintainer
should try the packages before they're released to the repos...
Anyway, neither of the LANG=-fixes works for me. So it's Epiphany or
nothing.

I run this as en_GB, and also see the issue. So it is likely that any
non-US locale has this problem. Maybe a testing/release plan needs to
be amended to make sure it at least starts up in other locales.
Could something like that be automated? I would be thinking of a script
to set the locale,

mozilla-firefox-locale-all needs to be updated; I'll open a bug task for
this. Furthermore, shouldn't firefox declare Breaks: on the old locale
packages or something? I guess there would be a lot of Breaks entries.
Maybe tightening the mozilla-firefox-locale-* dependencies would help.
** Bug
Same thing here (locale = fr, AMD64), the workaround works.
Epiphany is fine (even localized).
