The messaging menu doesn't know the difference between a temporary and a
permanent notification. Applications can specifiy which source items
should highlight the indicator.
So, if we went with suggestion (1), this is a bug in telepathy-
indicator, which should probably only highlight the

Wiki mentions the item to be displayed in the menu, but not able to find
anything about the icon changing behavior
