apport-bug uses https, so you just have to
export https_proxy=
instead of
export http_proxy=
I initially thought this was a bug too, but I think it isn't. I simply
had to set the correct environment variable.

On Ubuntu Oneiric to send a crash report (i am behind firewall and i must use
ntlm proxy) i do this workaround to send crash:
export https_proxy=$http_proxy
cd /var/crash
sudo -E sudo -E apport-cli -c ...some_crash_report.crash
