At some point we added an option to Rosegarden to stop it from launching
JACK. Go to Edit > Preferences... > Audio > General tab > Start JACK
Automatically. If you uncheck this, JACK will not be started by
Rosegarden. This bug can likely be closed.

Note: you can use timidity with jack, but latency is terrible compared
to plain alsa.
