After recent update linux-headers and qt4 (30 Nov), I experienced same issue on Maverick. Fn+F4 pop's up above message box, suspend from menu works fine. Reinstall gnome-power-manager from synaptic, then logout/login from X. It worked for me. Didn't figure out how its related, but was obvious
