Looks like the latest patch release of the light-theme package has
(finally) been made aware of the CPU Scaling Monitor applets special
case.
This bug report can be considered resolved as the problem has been
fixed.

My cpu panel looks just like the example MrMacman2u provided. Theme is
Ambiance. I also noticed the same thing on another instance- but I
forgot exactly where; it was an application, not a panel. I will look
for it.

Ok, there has been NO progress on this bug, which is drastically
affecting the usability of certain applets such as the CPU Scaling
Monitor by making the text UTTERLY illegible. This is a confirmed
problem with examples, which I will add to shortly.
Can we please see some attention given to this
