I have the same problem on Edgy.
Web interface also hangs while accessing http://localhost:631/admin
~$ netstat | grep 631
~$ ps aux | grep cupsd

Another program may be already using the port, or there may be another
cups process running. This seemed to be the (common) problem when
searching with Google for similar issues.
What version of Ubuntu are you using?
Some things to try to get more information:
