ubuntu-bugs mailing
usb-modeswitch seems to actually be installed by default on Maverick
beta, but make sure you update it after reloading the package
information. Also make sure that you update udev as described in the
Known issues section of the release notes at
http://www.ubuntu.com/testing/maverick/beta

Bus 002 Device 005: ID 12d1:1003 Huawei Technologies Co., Ltd. E220
HSDPA Modem / E270 HSDPA/HSUPA Modem
That one works - so not a general issue.
