Ah, you mean by manually inserting the values to the mysql.user table.
It was indeed fixed in 3.3.3 upstream, not sure if somebody wants to
update existing version.
It was fixed by upstream commit b76df0d6099704dad6414d4fe4aaccb6694b61a5

In user table when insert a new user: ssl_cipher, x509_issuer and
x509_subject have default value UNHEX. This values need to be blank by
default.
