I realized why this happens now. When the html file is local, the local mime properties determines which application opens the file. So if select an .html file in nautilus, select preferences-Open_with, then select epiphany, then fie:/// urls are then opened by epiphany. This make sense -- it

I set it as default for my account (not for the entire machine) using System-Preferences-Preferred_Applications. This causes http:// urls to be openned by epiphany, but seems not to work for file:///. I don't think I should be using 'sudo update-alternatives' for this -- it is an account-wide
