* Fix FTBFS due to new gettext 0.15:
- debian/rules: Use automake 1.9 instead of 1.7, 1.7 breaks with newer
gettext.
- Add debian/patches/593_po_mkinstalldirs: Hardcode the value of
'mkinstalldirs' in po/Makefile.in.in
This looks like a fallout on autotool stuff.
It didn't fail in the first rebuild run a few days back and reproducible
on x86 chroots too at the DC.
