WxWidgets apps don't have menus

this is only a partial fix. in UNR the windows do get their menus with
this.
but they don't get maximized automagically by maximus, and when they are
manually maximized they remain decorated.
attached is some simple code to show the problem. just run 'python
simple.py' and should see.

There is a fix, add this to the launch script (or ~/.bashrc and run the
app from a terminal)
export UBUNTU_MENUPROXY=0
