Binary package hint: update-manager

At present, when you launch update manager, you can get the following message:
"Your system is up-to-date
The package information was last updated 10 years ago." (deliberately 
ridiculous figure chosen here!)

Clearly this system is NOT up to date yet the title says that it is.  It
would be better for us to cater for two situations:

"The system is up-to-date
There are no outstanding updates."

or... when it there are outstanding updates...

"The system is NOT up-to-date
There are 15 updates that could be updated. (See list below.)"
