I just did this with my puny GIMP skills. It grays out the fourth button
to make the inactive state even more obvious.

The problem is the icon is not included in the theme. close.png in
human.jar is missing a 4th icon.
Replacing close.png with this file solves the problem for me (I just
copy and pasted another orange tab). Now all my tabs have close buttons.

Perhaps this is another invisible icon issue as in bug #70561 and bug
#64472.
Nevertheless, this is an inconsistency (both between the different
Firefox themes and other programs on the desktop - ie, gnome-terminal
shows close icons on unfocused tabs). It should probably show the same
orange icon
