No. You don't want to use header files which are not from exactly the same
version of a library.
Are you trying to install a third program which depends on libproj0 or
libproj-dev? Or what do you need libproj-dev for exactly?

It is required to build qgis, which I'm trying to do. Now I simply
removed qgis from the repository and downgraded the required libraries.
