Public bug reported:

Binary package hint: gnome-control-center

System-wide, buttons in Ubuntu that appear in the lower right corner of
dialog boxes always appear in a specific order: Close Apply. That is,
Apply appears in the lower right corner. (Microsoft Windows always puts
Close in the lower right corner). These dialog buttons for the Monitor
Preferences appear reversed (i.e., Apply Close) and this arrangement
lacks conformity with all other dialog boxes within the Ubuntu OS. For
system-wide conformity, the Monitor Preferences dialog box should be
laid out the same as other dialog boxes.
