nautilus no longer handles the desktop icons in more recent releases of
Ubuntu.
If an issue is seen in a currently supported release of Ubuntu then a
new bug report should be raised against the relevant desktop icons
package.

This isn't just affecting newly created icons, I can rearrange them into
complete disorder even with keep aligned checked. Refer to the
attachment.
