Is it not just the case of the clock-applet's Time Settings still
pointing to time-admin (which is now removed from gnome-system-tools)

Natty alpha 3, logged into Classic Desktop, removed Unity components.
Not using Indicator Applet Complete (I don't like it) but the Clock
applet instead, combined with Indicator Applet Session and Indicator
Applet.
I appreciate your efforts.

Steps to reproduce:
Right click panel, choose Add to Panel, add Clock to panel, right
click on it, choose Preferences, Time Settings is greyed out.
I don't know what you mean by indicator or applet, as far as I know the
panel indicators are applets as well.

Also, I don't think this bug should be marked as low importance because
not being able to adjust the time of your computer sounds rather urgent
to me.
And I know you can to it with the command line, but that is not the
point.
