Public bug reported:

Binary package hint: unity

When a maximized window is pulled down from the Unity panel, the
restored window no longer has focus if there are no other windows on
screen.

To reproduce:

1. Close or minimize all running applications.
2. Open GNOME Terminal or Text Editor (to choose an example).
3. Maximize the window.
4. Enter keystrokes into the window.
5. Pull Unity panel down to restore window.

Note at this point the window controls are dimmed because the window no
longer has focus.

Using the restore/maximize window control retains window focus more
often but not 100%.
